Qualifications:

  • CA (Charted Accountant) or Bachelor's degree in Finance or Accounting
  • 4-5+ years of related experience and/or training in related hospitality field; or equivalent combination of education and experience
  • Strong verbal and written communications skills with strong accounting software experience
  • Proficiency with MS Office and experience with property management software (ie. Opera, Room master, Protel, Visual One, Delphi, Sun Finance, Oracle Finance, SAP etc.)

This position will provide content and technical expertise in managing traveler health disease investigations, surveillance activities; assessing and analysis of health and diagnoses data from data sources. This position will monitor and mitigate COVID-19 introductions from other jurisdictions, establish relationships with counterparts in other states and collaborate on cross-jurisdictional cases and outbreaks.

Job Duties:

  • Prepares written and oral reports and presentations that effectively communicate epidemiologic findings and information to professional audiences, policy makers, and the general public
  • Manages data from surveillance, investigations, or other sources to contribute to meaningful analyses to inform public health intervention and prevention measures and guidance
  • Collaborates with staff from other areas across the Department of Health to include integration of health IT and informatics with data surveillance plans (e.g., reports, webinars, issue briefs, tools or resources, peer-reviewed articles, abstracts, and trainings)
  • Study the distribution and determinants of health-related states and events in travelers as they relate to COVID-19, and other infectious diseases that may be introduced into Hawaii by travelers
  • Coordinates outbreak activities (meetings, site-visits etc.) with investigators at the airport or other facilities
  • Investigates acute and chronic conditions or other adverse outcomes in the travelers; assists in the design of investigations (e.g., disease outbreaks or case investigations, assessments, or screening programs)
  • Plans and conducts assessments for disease trends by collecting and using relevant data
  • Combines data and information from multiple sources to create new information to support public health decision-making
  • Communicates epidemiologic information, roles, capacities, and legal authority to all emergency response partners, orally and in writing, as necessary
  • Represents DOH at external meetings and conferences as appropriate
  • May develop and disseminates health innovative tools and resources in collaboration with leadership and partners
  • Attend conferences and training as required to maintain proficiency
  • Maintains situational awareness of research, policies, and practices relevant to travelers’ health, surveillance or public health information systems, and informatics related to traveler’s health
  • Researches, documents, and compiles relevant resources, promising practices, and emerging trends or innovations in health IT, surveillance, public health information systems, for dissemination to DOH leadership
  • Provides analysis of federal/state traveler’s-related rules, regulations or policies for their relevance to Hawaii’s traveler’s surveillance strategic goals
  • Establishes and maintains partnerships with federal agencies such as the Division of Global Migration and Quarantine (DGMQ), Centers for Disease Control and Prevention (CDC), and the Epidemiology and Laboratory Capacity (ELC) Program leads
  • Uses skills, experiences, and content knowledge to develop, plan, implement, monitor, evaluate, and promote programmatic work to ensure completion of deliverables

Qualifications:

  • Master’s degree in Epidemiology, Community Public Health, Research Analyst, or a closely-related field AND one year of epidemiologic, community health, or research analysis experience;
  • Must have completed and passed at least three epidemiological methods courses, one of which must be an advanced level, and at least two (2) biostatistics courses
  • Proven working experience in epidemiology and public health
  • Knowledge of public health principles and practice
  • Knowledge of a range of public health issues and policies at the local, state, and/or federal level
  • Understanding of and ability to handle confidential and sensitive information and interface with the highest level of internal and external stakeholders
  • Proficiency with MS Access, Epi-Info, SPSS or R, Microsoft Office
  • Experience with data analysis
  • Proficiency in writing reports and analytic summaries
  • Current driver’s license
  • Must be capable of wearing personal protective equipment (PPE), properly donning and doffing, if necessary
