Accounting Compliance Manager

Basic Purpose of Position:  This position reports to the Director, Governmental Accounting and Compliance and will lead, support and/or advise on all local government compliance related subjects to ensure compliance with all FAR, DFAR and CAS/CASB guidelines.  This position will be the sites primary point of contact and direct interface with both DCMA and DCAA personnel on all site government compliance topics and audit activity.  Additionally, the Government Compliance Manager will be responsible for the supervision of at least one (1) direct report.

Primary or Major Responsibilities:  • Develop and maintain a compliance program for the company to ensure that business processes and business systems are compliant with FAR and CAS. Keep current with government regulations, interpretations and newly developing topics concerning government regulations. Communicate changes to local management and take a proactive approach to ensure local compliance with those regulations. • Develop and execute a comprehensive and measureable site compliance plan to meet organizational compliance objectives • Serve as the primary point of contact to government agencies (e.g., DCAA, DCMA) regarding compliance requirements and audits.  • Effectively manage regular, accurate and timely communications with government agencies • Advise local management on all applicable current FAR, DFAR and CAS/CASB requirements • Provide direction for and oversee the internal auditing of applicable internal controls, processes, procedures and actual practices vs. government contracting requirements, to include formal internal audit reports and actions • Provide ownership of the local disclosure statement, ensuring compliance and administering regular internal reviews and updates as required • Work closely with the owners of the Forward Pricing Rate Proposal (FPRP), Incurred Cost Submittals (ICS) and Billing Rates to ensure compliance and enforce understanding for timely updates • Effectively team with local personnel on regular business system reviews and internal audits to ensure compliance with government requirements • Monitor internal compliance training levels and provide updated training on regular intervals • Must demonstrate the ability to be flexible and redirect compliance related activity as required  • Serve as the primary point of contact to local functional management regarding government compliance requirements • Special projects as assigned by the Director, Governmental Accounting and Compliance


Job Requirements

Minimum Requirements: • Bachelor’s degree in Finance, Accounting or related field is required.  Appropriate advanced degree is a plus.

• 10 years government compliance contracting experience required; a minimum of 2 (two) years which have been focused in a government compliance leadership position

• Subject matter professional on FAR, DFAR and CAS/CASB subjects and requirements

• Ability to manage multiple priorities and deadlines

• Ability to work independently and autonomously

• Top level ability to effectively communicate amongst all organizational levels

• Demonstrated ability to work and communicate effectively with internal and external customers, while keeping company business success as top priority
